Try reinstalling the smart card driver in Safe Mode. Reboot your computer and enter Safe Mode (usually by pressing F8 at startup or through the Recovery option in Settings). .I have downloaded and installed the latest driver from HP's website based on the S/N of my machine, and I have also checked throughout the BIOS settings for any power management .

Your only option is to use the W7 SD card reader driver on your notebook's support page. Driver - HP EliteBook 8440p Notebook PC | HP® Customer Support. It should work on W11. It worked on my older HP Elitebook 6930p which has the same SD card reader as yours.
